The challenge
Peru's Armed Forces operate in four simultaneous theaters with radically different technical requirements: Navy on the Pacific coast and Amazon waterways; Army in mountain ranges above 4,000 m.a.s.l. and VRAEM operations; Air Force in command infrastructure dispersed across the territory; and joint operations with PNP on borders and emergency zones. In all of them, the technology chain fails when it depends on commercial infrastructure: cellular networks don't reach the eastern cordillera, satellite latency is unworkable for tactical coordination, and most COTS equipment doesn't withstand -20°C, high-altitude dust, or helicopter vibration. EMAR SYSTEMS integrates the C4ISR segment with NATO-qualified manufacturers compatible with EAR/ITAR licenses approved for Peru, ensuring the support and parts chain operates from Lima — not from Frankfurt or Tampa.
