Armed Forces, PNP, and critical infrastructure custody operators in Peru and LATAM face increasingly sophisticated adversaries in four simultaneous theaters: mountain ranges above 4,000 m.a.s.l., Amazon waterways, Pacific coast, and urban operations. The technology chain fails when dependent on commercial infrastructure: cellular networks don't reach the eastern cordillera, satellite latency is unworkable for tactical coordination, and most COTS equipment doesn't withstand -20°C, high-altitude dust, or rotary vibration. EMAR SYSTEMS integrates the C4ISR segment with NATO-qualified manufacturers compatible with EAR/ITAR licenses approved for Peru — the support chain operates from Lima, not Frankfurt.

Vertical regulatory framework
Import and distribution under MINDEF Ministerial Resolution and SUCAMEC authorization for controlled equipment. Export chain under U.S. BIS EAR or ITAR (USML Cat. XI and XIII).
