Software-based remote communications controller replicating the main PSAP dispatch interface on any PC with a web browser using TLS 1.3 encryption and multi-factor authentication, allowing dispatchers to operate from outside the main operations center with full access to P25 radio, SIP telephony, and call recording without installed client.

Zetron RCC-5500 Remote Communications Controller for Emergency Dispatch Continuity in Telework Mode and PSAP Redundancy
Technical specifications
Technical overview
The Zetron RCC-5500 is the remote communications controller designed for emergency dispatch centers that need operational continuity when the primary PSAP cannot be occupied — due to natural disaster making the operations center building inaccessible, health quarantine protocol preventing concentrating staff in an enclosed space, or the need to activate backup dispatch capability at a geographically different location from the primary PSAP without duplicating all radio and telephony infrastructure.
The RCC-5500 functions as a remote access layer that overlays on the existing Zetron MCC 7500 dispatch system without replacing it: the remote dispatcher opens a web browser on any PC or laptop with Windows, macOS, or Linux, accesses the PSAP's RCC-5500 server URL, authenticates with their corporate credential and second factor (OTP or FIDO2 token), and receives in the browser a functional dispatch interface with access to all P25 radio groups configured in their profile, PSTN/SIP emergency telephone lines, real-time communications log, and integrated recording system — all end-to-end TLS 1.3 encrypted without any audio signal or radio data leaving the PSAP network unencrypted.
The RCC-5500 continuity architecture allows configuring up to 8 simultaneous remote dispatch workstations on the same server, with differentiated access profiles per dispatcher — the supervisor has access to all groups and the quality supervision function, the shift dispatcher has access to the groups of their jurisdiction, and passive guard personnel have listen-only access without active PTT. The access and activity logs of each remote session are automatically stored in the same PSAP recording system with IP location and authentication metadata for chain of custody compliance in investigations.
