Technical overview
The Zetron P25 Phase 2 Core is the trunk infrastructure controller designed for public safety and defense agencies that have reached the capacity limit of their P25 Phase 1 network — where user count growth has exceeded available channel capacity, resulting in access blocking during large-scale incidents such as earthquakes, floods, or mass gatherings — and who need to double network capacity without doubling installed radio frequency infrastructure.
P25 Phase 2 implements two-slot time division multiple access (TDMA) on the same 12.5 kHz channel that Phase 1 uses in single FDMA access, allowing two simultaneous conversations to share the same RF channel. From the network management perspective, this means each existing Phase 1 repeater can host twice the number of simultaneously active talk groups without modifying frequency assignments, antenna infrastructure, or field repeaters — only requiring firmware update of the repeater and controller.
The Zetron P25 Phase 2 Core manages coexistence of Phase 1 and Phase 2 terminals on the same network via the ISSI protocol, allowing agencies to gradually migrate their terminal fleet without forced mass replacements: an operator with a new Phase 2 terminal can communicate in the same talk group as colleagues with legacy Phase 1 terminals, with the controller managing real-time IMBE (Phase 1) to AMBE+2 (Phase 2) codec conversion without perceptible latency.
